With many airlines starting to crack down on carry-on luggage sizes, will this pass an airline that requires 22” x 14” x 9”, since it’s 21” x 15” x 9”? The volume is the same, but how strict are they?

Does the Global 21" Carry-on Spinner hold a laptop? I can't find any information or images of the front pocket.
